This book synthesizes the work accomplished at the 1st ISN Executive Conference in Tbilisi, Georgia, from 13 to 15 June 2001. The ISN Executive Conference series is an official Swiss Partnership for Peace (PfP) contribution that aims at developing the relationship between the IT revolution and the work of high-level security and defense policy-making. It also aims at developing competencies associated with sensitive technical and policy positions; proposing fresh perspectives for planning, evaluating, and implementing institutional and organizational IT reforms; and improving the capacity of governments to relate virtual and real components of information in critical phases of decision-making.
