This article looks at the development of US foreign policy doctrine through various presidencies to the present day and asks whether the US’ military and legal reactions to the 9/11 attacks fundamentally transformed US foreign and security policies. The author doesn’t think so. He argues that the so-called Bush and Obama Doctrines have had more in common with previous presidential approaches than most people realize.
