This report addresses the tensions over the 2014 Ukraine crisis and Germany’s role in helping to avoid a new Cold War between NATO and Russia. The author argues that Germany might be able to broker a suitable détente, especially by 1) promoting a two-sided embargo on military aid, 2) calling for parliamentary elections, and 3) ruling out any future NATO relationship with Ukraine, Georgia or Belarus.
