This paper examines government and private sector involvment in bilateral free trade agreements (FTAs) in East Asia. It contends that, compared to multilateral trade rounds, bilateral FTA negotiations entail greater sectoral and technical information demands on government officials which, in turn, encourage consultations with business associations. The author looks at Thai and Malaysian bilateral FTAs to test this hypothesis.
