While economists seem undivided over the question of protectionism, the opposite seems to hold for the actual policymakers. Although politicians worldwide rhetorically embrace trade and praise its beneficial effects, concrete measures speak a different language.Thus, while the WTO presses for further liberalization, its influence is starting to wane as the downturn deepens.
