Close to 25 million internally displaced persons (IDPs) - roughly twice the total number of refugees - are currently in need of assistance. Because they remain within the borders of their own countries, they do not fall under the legal status of refugees. The primary responsibility for protecting and assisting these internal refugees therefore rests with the governments of the respective states.
